b) For the airline companies operating non-scheduled and cargo flights, there will be given a supplementary condition regarding the airplane tonnage, as stated below

b1) For airplanes between 2 and 30 tones, the lighting charge applied will be supplemented as follows:

L = {α x Tarif + [ r x (30 – MTOW)]} x MTOW, where

Charge – 2.55 EURO / tonne / landing / take off

α – 120%
r – Degressive rate of the tonnage, calculated through the following formula: r = (1 / √MTOW)
30 – average MTOW constant

b2) For airplanes with a tonnage higher than 30 tones, the lighting charge will be supplemented with 20%.

4. Passenger Service Charge

UNIT RATE: 0.2 EURO / tonne / hour.

a) Regular flights operating airline companies (according to Art. 48 from the Air Code)

b) Regular flights operating airline companies and those that have at least 2 aircrafts based per night, get a 60% discount of the parking charge

c) For the non-scheduled and cargo airline companies, there will be given a supplementary condition regarding the airplane tonnage, as stated below:

c1) For airplanes between 2 and 30 tones, the parking charge applied will be supplemented as follows:
Pk = {Charge x h + [ r x (30 – MTOW)]} x MTOW,      where

Charge – 0,2 EURO / tonne / hour
h – parking hours,  after the first 3 hours excepted from charge 
r – degressive rate of the tonnage, calculated through the following formula   r = (1 / √MTOW)

30 – average MTOW constant

c2) For airplanes with a tonnage higher than 30 tones, the parking charge will be supplemented with 100%.

b) Regular flights operating airline companie and those that have at least 2 aircrafts based per night get a 45% discount of the passengers service charge.

c) Non-scheduled flights operating airline companies (according to Art 49, par. 1 from the Air Code) – the passenger service charge will be supplemented with 100%.

d) The remained level of the passengers service charge after all the above mentioned additional conditions where being applied, will be supplemented with 10% of the unit rate of the embarked passengers service charge.

5. Security Charge

UNIT RATE : 6 EURO / passenger.

6.00 EURO/embarked passenger  from Cluj Avram Iancu International Airport R.A., for both regular and charter flights.

6. Other charges
6.1. Airport development charges
6.2 Transit charge

UNIT RATE: 5.00 EURO / passenger

The charge doesn’t apply for passengers being in transit, transfer or to children under the age of 2.

Additional conditions associated with the airport development charge:

b) Regular flights operating airline companies and those that have at least 2 aircrafts based per night get a 20% discount of the development charge.

c) Each incremental departing passenger over 400.000 departing passengers carried by an airline company in a calendar year get a 20% discount of the development charge in addition to the discount specified in point a) and b) above.

d) The development tariff is used in order to finance the investment objectives that will be achieved by Avram Iancu Cluj RA International Airport, according to its development strategy. The duration of the tariff application is until 31.12.2020.

UNIT RATE: 3.00 EURO / passenger

This charge applies for passengers being in transit and debarking from the aircraft

This charge doesn’t apply for children under the age of 2.

6.3 Transfer charge

TRANSIT: 3.00 EURO / passenger

This charge applies for each passenger who embarks on the airport, being in transfer on this airport.

This charge doesn’t apply for children under the age of 2.

6.4 Charge for persons with reduced mobility

 (in accordance  with requirements of CE Regulation no. 1107/05 July 2006)

UNIT RATE: 0.20 EURO / passenger

7. Notes
8. AIRCRAFTS with M.T.O.W less or equal with 2 tones tariffes:

1.Charge application is carried out in compliance with national and community laws, and by respecting the already settled condition through the approved notifications by the Competition Council and European Commission.

2. Current charges don’t include VAT.

FOR THE AIRCRAFTS WITH M.T.O.W LESS OR EQUAL WITH 2 TONES IT APPLIES THE NEXT CHARGES:

  • – PASSENGER SERVICE FEES: 6.00 Euro/passenger, to which is added the supervision charge necesary for passenger safety of 0.6 euro/passenger” according to Order no. 7 / 01.10.2014
  • – LANDING CHARGE: 10.00 Euro;
  • – PARKING CHARGE: 10.00 Euro;
  • – LIGHTING CHARGE: 15.00 Euro – its percieve for each landing or departure.

NOTE: The parking charge its 10 Euro for the first 72 hours after the landing, except for the first 3 hours after landing. After the first 72 hours it is applied the price of 10 Euro/ 24 hours.

Observations:

  • – In the prices mentioned above is not included the V.A.T
  • – For the romanians companies the payment of the charges will be leveid in RON at the BNR course from the day of the invoice.
  • – For the general aviation flights, the passengers and the crew can move for boarding/ disembarking from the aircrafts with no means of conveyance.  
  • – The auto transport will be set only at demand.
